The Associated General Contractors of Maine applauds Governor Janet Mills decision to veto two bills targeting the New England Clean Energy Connect and setting the stage for a new threat to the state’s permitting process.

“Maine construction workers are hopeful the project will receive a fair process, and in the end, we can build a project that connects our grid to clean energy. The last-minute legislative tactics to stall or stop the project with an existing permit application is new territory and troubling,” said Matt Marks, CEO of AGC Maine.

Both L.D. 1363 “An Act To Amend Certain Laws Relating to High-impact Electric Transmission Lines” and L.D. 1383 “An Act To Amend Maine’s Municipal Land Use and Eminent Domain Laws Regarding High-impact Electric Transmission Lines” would create additional barriers to a project already in the permitting process.

“The permitting process involves federal and state agencies who allow public comment, review data, and require extensive compliance and due diligence by the applicant. The process is clearly defined, and it’s important that Maine doesn’t set the stage for another unexpected layer of compliance that can change midstream,” said Marks.

The New England Clean Energy Connect will provide a diversity of jobs for Maine construction workers, including site preparation, electrical work, engineering, and specialty trades. “Since the beginning, CMP has communicated with Maine contractors the scope of the project, estimated jobs and desire to work with Maine’s skilled workers. This project will help the industry attract and recruit young workers who can learn lifelong skills the entire state will benefit from for many years. We encourage the members of the legislature to support the Governor’s decision,” said Marks.
